What documents will we receive?

With the full package you receive:

  • Technical passport (технически паспорт) — a complete file on the building under Наредба № 5
  • Technical survey report — an assessment covering all disciplines
  • Energy audit report — energy analysis and recommendations
  • Energy performance certificate — class A to G
  • Architectural survey — floor plans, elevations, sections

All of these documents are needed in order to apply under the programme for free building renovation (саниране).

⏱️ Timelines and process

How long does the survey take?

Standard turnaround: 2-3 weeks for the technical passport plus the energy audit report.

  • On-site inspections: 3-7 days (depending on the size of the building)
  • Analysis and documentation: 2-3 weeks
  • Total: about 4-6 weeks from signature of the contract

Faster if design documentation is available. If drawings are missing and a full architectural survey is required — up to 6 weeks.

Do we need to be present during the inspection?

Yes, the building manager (домоуправител) — or a person authorised by the owners' association (сдружение на собствениците) — must be present during the inspections. They provide:

  • Access to all common parts — basement, roof, heat substation
  • Access to at least 2-3 flats for internal measurements
  • Any documentation available for the building

Not all owners need to attend — only the building manager, with access arranged.

📋 Technical passport and energy certificate

What is a technical passport?

The technical passport (технически паспорт) is an official document under Наредба № 5 of 28 December 2006 (Ordinance No. 5 on the technical passports of construction works), which describes the full technical condition of the building. It contains:

  • Part A: Key characteristics — area, number of storeys, structure, building services
  • Part B: Maintenance measures — which repairs are needed and when
  • Part C: Safety instructions — evacuation, maintenance

Think of it as the building's “identity card”. Once issued, it is valid indefinitely (unless there is a major refurbishment or alterations).

It is mandatory by law — the deadline for existing buildings has already passed (31 December 2024).

What is an energy performance certificate and why is it mandatory?

The energy performance certificate sets the building's energy class — from A (best) to G (worst). It covers:

  • Assessment of heat losses
  • Analysis of the building envelope and the building services
  • Recommendations for improvement and the expected savings

⚠️ From 29 May 2026 the energy certificate is mandatory for the sale or letting of a property. Without it the transaction cannot go through.

It is also a mandatory condition for applying under the renovation programmes.

🏗️ The renovation programme

Which renovation programme is available now?

Two stages under the Recovery and Resilience Plan (ПВУ / RRP) are currently being delivered:

  • RRP stage 1 — under implementation, deadline 30 June 2026
  • RRP stage 2 — under implementation, 282 approved buildings

Neither stage is taking new applications.

Upcoming: the national building renovation programme

  • Applications: once the guidelines are published
  • Budget: EUR 1.248 billion
  • Funding: 100% grant for multi-family buildings
  • Horizon: by 2029

Read the full guide → (in Bulgarian)

What percentage of the cost is funded?

For multi-family residential buildings — 100% grant funding. The programme covers:

  • ✅ Thermal insulation of facades, roofs and floors
  • ✅ Replacement of windows and external doors
  • ✅ Roof repairs
  • ✅ Renewal of heating and ventilation installations
  • ✅ Accessibility measures

The only up-front cost is the surveys (technical passport + energy audit), and this can be reimbursed on approval. Under the previous programme up to BGN 6.28/m² was reimbursed on approval.

The 20% co-financing under RRP stage 2 has been dropped — the amounts already collected from owners will be refunded.

Which buildings can apply?

Eligible:

  • Multi-family residential buildings designed before 26 April 1999
  • At least 3 storeys and 6 dwellings (prefabricated panel blocks) or 4 units and 2 owners (solid-structure buildings)
  • Buildings NOT approved under previous programmes (RRP stage 1 or 2)
  • Managed under the Condominium Ownership Management Act (ЗУЕС)

NOT eligible: single-family houses, buildings constructed after 1999, and blocks already approved under the RRP.

👥 Owners' association

How do we register an owners' association?

The steps are:

  1. Call a general meeting — notice at least 7 days in advance
  2. Vote — 67% of the ideal shares in the common parts are required
  3. Sign the agreement establishing the owners' association (сдружение на собствениците)
  4. Elect a manager or a management board
  5. Register with the municipality — 3-5 working days
  6. Register with BULSTAT — you receive a company number (ЕИК), 3-5 working days

❓ Other questions

We have a technical passport from 2015. Is it still valid?

Yes, the technical passport is valid indefinitely, provided there has been no major refurbishment, no additional storeys and no change of use.

However, for the renovation programme the energy audit may need to be updated if it was carried out more than 5 years ago. We recommend a consultation.

What will we save after the renovation?
  • 30-60% lower heating bills
  • 15-25% increase in the value of the property
  • A longer service life for the building
  • Better sound insulation
  • An end to mould and damp
